ChatGPT Ads Moves to Target CPA and Target CPC: How to Switch Before Max Bid Retires

OpenAI is replacing manual bid caps in ChatGPT Ads with cost targets. Starting Monday, November 9, 2026, new conversion campaigns use Target CPA instead of Max Bid, and new click campaigns use Target CPC instead of Max CPC. Existing campaigns keep their current strategy until January 1, 2027, when Max Bid and Max CPC retire for good. If you run ChatGPT Ads, it pays to make the switch on your own terms instead of waiting for the automatic migration. Here is what changes and how to transition your campaigns this week.

OpenAI announced the change to advertisers by email on November 5, 2026. The details, as of November 2026, live in OpenAI's bidding strategies and pricing help article.

What is changing in ChatGPT Ads bidding?

Three things, on two dates:

  • Target CPA replaces Max Bid for conversion campaigns. You set the average amount you want to pay per conversion (a purchase, a lead), and OpenAI's system adjusts bids and delivery toward that target.
  • Target CPC replaces Max CPC for click campaigns. You set the average cost per click you want, and the system bids above or below it auction by auction to win as many clicks as your budget allows.
  • Maximize results is now called intelligent bidding. The fully automated option stays, and it remains the default approach: the system adjusts bids and delivery for you.

From November 9, 2026, the new target options appear in Ads Manager when you create a campaign or update an existing one. On January 1, 2027, Max Bid and Max CPC retire, and any campaign still running on them is moved to the matching target strategy automatically.

How is Target CPA different from Max Bid?

Max Bid capped what you would pay in any single auction. Target CPA works on averages instead: the system can pay more for one conversion and less for another, as long as it steers toward the average cost you set. That gives the auction more room to find conversions, but it also means you are trusting OpenAI's delivery system with the per-auction decisions. Your control point moves from the bid to the target, which is why picking a realistic target matters more than it did under Max Bid.

Is Target CPC a cap on what a click costs?

No, and this is the detail that will surprise people coming from Max CPC. Target CPC is an average, not a ceiling. Individual clicks can cost more than your target as long as the average works out. If your budget math depended on a hard per-click cap, redo it against an average before you switch.

How do I switch my campaigns before January 1?

  1. List every campaign still on Max Bid or Max CPC. Open Ads Manager and note the bid strategy on each active campaign. New campaigns created after November 9 will use the target strategies by default, so the work is in your existing ones.
  2. Pick targets from your actuals, not your hopes. OpenAI recommends setting Target CPA and Target CPC from your recent actual CPA or CPC. A target far below your real numbers restricts delivery and can leave budget unspent.
  3. Check your conversion signals first. Target CPA only works if OpenAI can see conversions. Confirm your pixel or Conversions API is sending the exact event your campaign optimizes to, and clear any Event Quality Score warnings before you move the campaign.
  4. Switch manually from November 9 rather than waiting. The January migration happens whether you act or not, and it will not know your economics. Transitioning on your own schedule lets you set the target, watch a week of delivery and adjust.
  5. Watch the first two weeks. Average-based bidding changes delivery patterns. Compare cost per result and spend pacing against your Max Bid baseline before judging it.

What should B2B advertisers do differently?

B2B lead gen campaigns usually have low conversion volume, and target-based bidding needs signal to steer by. If your campaign optimizes to a rare event like a demo booked, consider optimizing to a higher-volume event earlier in the funnel, like a qualified form submit, and set the target from that event's actual cost. Weak or sparse conversion signals are the main way Target CPA campaigns stall. Frequently asked questions

When does Target CPA launch in ChatGPT Ads?

November 9, 2026. From that date you can choose a cost target in Ads Manager when you create a campaign or update an existing one. Target CPA applies to conversion campaigns and Target CPC to click campaigns.

What happens to my existing Max Bid and Max CPC campaigns?

They keep serving unchanged until January 1, 2027. After that, Max Bid conversion campaigns move to Target CPA and Max CPC click campaigns move to Target CPC automatically. You can switch any campaign yourself starting November 9.

Is Target CPC a maximum cost per click?

No. Target CPC is the average you want to pay. OpenAI's system can bid above or below it in any single auction, so some clicks will cost more than the target while the average steers toward it.

Do I need the OpenAI pixel to use Target CPA?

Conversion campaigns need either the measurement pixel or the Conversions API sending the event you optimize to, from the data source linked to the campaign. OpenAI's Event Quality Score flags signal problems worth fixing before you switch bidding strategies.
